About this opportunity
The Town of Prescott Valley, Arizona is requesting Statements of Qualifications for professional engineering services to prepare a Design Concept Report for the Florentine Road Improvement Project (CIP #CS2706), with SOQs due November 9, 2026 at 3:30 PM Arizona MST.
Respondents must be registered pursuant to A.R.S. 32-141 and demonstrate relevant experience with roadway corridor studies, design concept reports, roadway widening, drainage improvements, right-of-way evaluation, and utility constraints. Professional liability insurance with limits of not less than $1 million per occurrence and $2 million aggregate is required. The contract will be awarded based on demonstrated competence and qualifications rather than lowest cost, governed by A.R.S. 34-603.
The scope encompasses evaluation of existing corridor conditions from just east of N. Windsong Drive to N. Navajo Drive, identification of constraints, development and comparison of conceptual improvement alternatives, and recommendation of a preferred concept for future design and construction. Deliverables include a comprehensive Design Concept Report addressing roadway widening alternatives, drainage improvements, recharge opportunities, green infrastructure options, multimodal accommodations, utility impacts, construction phasing, project delivery methods, public strategy plans, and right-of-way constraints. The Town anticipates completion of the Design Concept Report within approximately 6 to 9 months from Notice to Proceed.
The RFQ does not specify a contract value for the DCR phase; however, responding firms must provide a cost proposal for optional services and a not-to-exceed cost for reimbursables. Final design services — including 30%, 60%, 90%, and 100% Plans, Specifications & Estimates submittals, technical specifications, permitting, detailed drainage design, and construction support — are anticipated to be negotiated with the selected consultant following sale of street bonds and authorization to proceed.
The evaluation process includes Phase 1 evaluation of written SOQs followed by Phase 2 presentation-interview sessions with up to three qualified firms. Town Council recommendation of award is anticipated for February 11, 2027, with Notice of Award on February 15, 2027. A non-mandatory pre-submittal conference is scheduled for October 8, 2026 at 2:00 PM Arizona MST via Microsoft Teams. SOQs must be submitted electronically through the Bonfire Procurement Portal.
