About this opportunity
The Port of Tacoma is soliciting Statements of Qualifications for environmental investigation services to address Washington State Department of Ecology requirements at Parcel 1A, with SOQs due June 16, 2026 at 2:00 PM PST. The solicitation is a Request for Qualifications (RFSQ) anticipated to result in one Professional Service contract.
The scope encompasses investigation of over 25 former underground storage tanks, including drilling borings, collecting and analyzing soil, groundwater, and porewater samples, preparing investigation result reports and closure recommendations, responding to regulatory comments, and coordinating with Ecology and the Tacoma-Pierce County Health Department to determine closure or remedial pathways. Work is organized into three stages: Stage 1 drilling and sampling with confirmation of former Wax Tank removal; Stage 2 porewater sampling and well redevelopment and sampling; and Stage 3 installation of new monitoring wells and sampling. Key personnel must hold appropriate licenses and certifications with demonstrable expertise in soil, groundwater, and porewater sampling and analysis; investigation of petroleum hydrocarbons, volatile organic compounds, metals, and PCBs; contaminant behavior and site characterization; and UST release investigations and cleanup programs.
The contract term is three years from execution, with options for renewal at the Port's sole discretion for a possible total of five years. The total contract amount shall not exceed $350,000 plus applicable Washington State Sales Tax, structured as time and materials with fully burdened rates remaining in effect for the contract term unless renegotiated annually, with adjustments tied to the Consumer Price Index for the Seattle-Tacoma/Bremerton area. Subconsultant and third-party services are reimbursed at cost plus negotiated markup.
Initial SOQ evaluation comprises Qualifications & Experience (50 points) and Project Approach Narrative (50 points). Shortlist firms may participate in oral presentations (100 points) and reference checks (pass/fail). Questions are due June 9, 2026 at 2:00 PM PST. Shortlist selection is scheduled for June 25, 2026, with oral presentations tentatively June 29–July 2, final selection July 6, and contract execution July 13. The successful respondent may be precluded from competing for or participating in subsequent contracts directly resulting from or primarily generated by this contract.
