About this opportunity

The City of Richland is soliciting statements of qualifications for an owner's representative to secure Washington Capital Project Advisory Review Board authority for progressive design-build delivery and administer the renovation of 1200 Jadwin Avenue into a police station, with submissions due August 24, 2026 at 3:00 p.m. Pacific Local Time.

The scope centers on obtaining CPARB approval for alternative project delivery and managing design and construction administration for a 117,000-square-foot, six-story concrete structure with partial basement and attached parking deck. The existing facility is approximately 20,000 square feet; the City requires approximately 40,000 square feet to meet current needs and future growth. The structure has been vacant for fifteen years.

Evaluation allocates 40 points each for experience obtaining design-build authority from CPARB and administering public vertical capital projects on schedule and budget, 15 points for maintaining a Tri-Cities office with local representation, and 5 points for submittal organization and completeness. Written submissions score a maximum of 100 points; interviews and presentations carry up to 50 additional points, for a combined maximum of 150 points. The evaluation emphasizes Washington State Capital Projects Advisory Review Board experience, alternative capital project delivery methods, public capital project administration with emphasis on vertical construction, and Tri-Cities public capital project experience.

Compensation is time and materials with a not-to-exceed amount to be negotiated following selection. The contract runs from the effective date through July 1, 2029, with no renewal options. Required insurance includes Commercial General Liability of at least $2 million per occurrence, Automobile Liability of $1 million per accident, and Professional Liability of $1 million per claim with a $1 million aggregate limit. The City will provide project oversight through Deputy City Manager Joe Schiessl. Questions are due August 17, 2026. The estimated award date is September 2026, with notice to proceed in September 2026. All submissions must be made electronically through www.publicpurchase.com.
