About this opportunity
Spokane International Airport, operating under the Spokane Airport Board, is requesting qualifications for engineering and construction management/administration services for multiple airfield improvements at Spokane International Airport (SIA) and Spokane Felts Field (SFF), with statements of qualifications due October 30, 2026 at 4:00 p.m. PT and a mandatory informational meeting on October 7, 2026 at 2:00 p.m. PT.
The scope encompasses civil design, geotechnical and electrical engineering, environmental and survey services, and construction management/administration to produce complete plans, specifications, and bidding documents. Projects may include but are not limited to runway rehabilitation/reconstruction, taxiway and apron construction/reconstruction/rehabilitation, and airfield electrical upgrades at both facilities. The selected consultant must demonstrate relevant Part 139 airport project experience within the past five years, proposed project organization and staff experience, project understanding and approach, and FAA familiarity with FAA ADO and AIP projects.
Evaluation will follow FAA AC 150/5100-14E Change 1 guidelines. The Spokane Airport Board anticipates selecting one consultant for negotiation at its January 2027 meeting, though a minimum of two firms may be selected for formal interviews or a single qualified firm selected directly without interviews. Design services will be negotiated on a lump sum basis; construction management and administration services will be negotiated on a not-to-exceed amount based on time and materials with specific compensation rates.
These projects are partially funded through the Federal Aviation Administration Airport Improvement Program and other federal sources, requiring compliance with current FAA AIP Handbook Orders and Advisory Circulars. Respondents must submit five hard copies and one PDF thumb drive of their statement of qualifications and provide three professional references. A mandatory informational meeting will be held with both in-person and virtual attendance options via Zoom. Clarification requests must be received at least five working days prior to the submission deadline and directed to Joseph Hoeing, Project Manager, at jhoeing@spokaneairports.net.
