About this opportunity

The City of Sedona, Arizona is requesting qualifications for Job Order Contracting services for landscape maintenance and upgrades, with statements of qualifications due May 20, 2026 at 2:00 p.m. local time via the City's eProcurement system (Bonfire). The City intends to award up to five contracts to top-ranked respondents.

The scope encompasses existing landscape maintenance (tree trimming, shrub trimming, ground cover maintenance, weed removal, debris removal, irrigation repairs, mowing, and municipal clearing), new installations and upgrades (tree installation, shrub installation, ground cover installation, paver installation, and irrigation installation), and related services (site grading, material processing, traffic controls, and retaining walls).

Each contract will not exceed $1,000,000 in aggregate per City fiscal year (July 1–June 30) over a three-year performance period. Award of contract does not guarantee any minimum quantity of work or projects.

Evaluation occurs in two phases. The initial SOQ evaluation weights similar project experience within the past five years (40%), experience of assigned personnel (40%), and subcontractor selection plan (20%). The top five finalists advance to a proposal phase evaluated on technical proposal (30%) and cost proposal (70%). Respondents must not include pricing in their initial SOQ; pricing will be solicited only from qualified finalists.

SOQ responses are limited to ten pages, excluding supplemental forms and reference letters. At minimum, respondents must provide a proposed project team with contact information and relevant experience, evidence of similar project experience within the past five years, three professional references from public sector agencies, and a detailed subcontractor selection plan. Questions must be submitted via the City's eProcurement system's Public Q&A tab. No site visit or bidders' conference is scheduled.
