About this opportunity

The City of Sedona, Arizona is requesting qualifications for up to five Job Order Contracting (JOC) agreements for maintenance and upgrades of City facilities and infrastructure, with Statements of Qualifications due May 20, 2026 at 2:00 p.m. local time through the City's Bonfire eProcurement system. This is a multi-award procurement capping at five concurrent JOC contracts rather than a single vendor selection.

Scope encompasses existing maintenance (asphalt and curb-and-gutter repair and replacement, sidewalk work, storm drain cleaning and repair, sign maintenance, pavement marking), new installation and upgrades (parking areas, driveways, shared use paths, playground walkways, bus and transit stops), and related products and services (speed bumps, fabric underlays, saw cutting, milling, site grading, traffic controls, guardrail installation). Respondents must hold current Arizona Corporation Commission registration and appropriate Arizona Registrar of Contractors licensure.

Each JOC Services Agreement shall not exceed $1 million in aggregate per City fiscal year (July 1 through June 30), though award does not guarantee minimum work quantities. The contract term spans three years following City Council award and execution, with individual projects awarded on an as-needed basis throughout the period.

Evaluation occurs in two phases. Initial SOQ review scores contractor experience with similar projects (40%), experience of assigned personnel (40%), and subcontractor selection plans (20%). The top five respondents advance to a proposal phase where technical proposals (30%) and cost proposals (70%) are evaluated, with the lowest-cost respondent receiving maximum price points. No pricing is required in SOQ submissions; pricing is solicited only from finalists.

Respondents must maintain comprehensive insurance: $3 million general liability, $1 million automobile liability, and builders' risk on replacement-cost basis, with the City named as additional insured except on workers' compensation policies. Site visits may be held at the City's discretion based on project complexity but are not mandatory.
