About this opportunity

The Town of Prescott Valley Public Works Department is soliciting joint Statement of Qualifications from architect and Construction Manager at Risk (CMAR) teams for professional design and pre-construction services on the Prescott Valley Aquatics and Recreation Facility project (CIP #CF2503), with proposals due June 1, 2026 at 3:30 PM Arizona MST and a mandatory pre-submittal conference on April 30, 2026 at 10:00 AM. Proposers submit a single joint qualifications package and interview as a unified team, but the Town will execute two separate contracts — one with the architect and one with the CMAR — following standard CMAR delivery method.

The architect must be a registered professional in Arizona; the CMAR must be duly licensed, bonded, insured, and registered in Arizona. Services are governed by A.R.S. 34-603. The approximately 30,000-square-foot facility will be located within Mountain Valley Park at the northeast corner of Robert Road and Nace Lane. The architect will provide design, drawings, and specifications certified and stamped by a registered professional in Arizona in both written and electronic format.

The total project budget is $30 million; however, funding is contingent upon voter approval in the November 2026 general election. If voters approve only partial funding, the project will proceed as an Aquatic Center only with a committed budget of $16 million. Proposers must address both funding scenarios and provide solutions for maintaining project progress if full funding is not approved. The contract term extends through June 30, 2028, or until completion of services, whichever is sooner.

Professional liability insurance is required at not less than $1 million per occurrence and $2 million aggregate, or 10% of the construction budget, whichever is larger, along with workers' compensation and automobile liability coverage. Selection is based on a 100-point qualifications system: general firm information and experience (25 points), past performance of key personnel (20 points), team history and cohesiveness (20 points), understanding of project and service delivery approach (30 points), and proposed project schedule (5 points). If three or more responsive firms are qualified, finalists interview for an additional 100 points. Electronic submissions through the Town's Bonfire procurement portal only; no in-person submissions accepted.
