About this opportunity
The City of Casa Grande, Arizona, is requesting qualifications for a Construction Manager at Risk (CMAR) to provide pre-construction and construction services for the City Hall Stucco Repairs and Paint Project, with Statements of Qualifications due October 13, 2026, at 2:00 p.m. local time. A mandatory pre-submittal conference is scheduled for September 24, 2026, at 9:00 a.m. at City Hall Council Chambers.
The scope encompasses repair of deteriorated, cracked, and damaged exterior stucco surfaces and restoration of exterior painted finishes at City Hall, 510 East Florence Boulevard, Casa Grande, Arizona 85122, to correct visible deterioration, improve facility appearance, and extend the service life of exterior finishes while maintaining City Hall operations during construction. The engagement is structured in two phases: Phase I covers pre-construction services and Guaranteed Maximum Price (GMP) development, followed by Phase II covering construction services contingent upon successful completion of Phase I and City Council approval. The City will subsequently negotiate a Pre-Construction Services Agreement with the selected CMAR, then negotiate the GMP before executing a separate Construction Phase Agreement subject to City Council approval.
Evaluation criteria total 1,000 points across five categories: Cover Letter and Required Forms (50 points), Capabilities of the Project Team (250 points), Project Understanding and Approach (300 points), Firms Similar Project Experience, Relevance and Results (300 points), and Subcontractor Selection Plan (100 points). No interviews will be conducted. The CMAR must be licensed and authorized to perform construction services in Arizona under Arizona Revised Statutes Section 34-603.
Submissions must include one original and two copies of a maximum six-page SOQ plus three required forms: Submittal Acknowledgment, Non-Collusion Affidavit, and Authorization for Release of Performance Information and Waiver. Submittal responses remain open for 120 days from submission. The City reserves the right to waive informalities, reject any or all submissions, and make multiple awards if deemed in the City's best interest.
