About this opportunity
The City of Pasco Public Works Department-Engineering Division is requesting qualifications from civil engineering consultants registered in Washington State to design Clark Street Improvements, a pedestrian and bicycle safety project funded through the 2025-27 Pedestrian & Bicycle Safety Program, with SOQs due August 27, 2026 at 11:00 a.m. PDT.
The scope includes design of a two-way cycle track, bulb-outs, drainage improvements, and signal phase changes along Clark Street between 10th Avenue and 2nd Avenue. Deliverables span site visits, plans and specifications at 30%, 60%, 90%, and 100% design phases, utility coordination, construction cost estimates, permitting assistance, Engineer of Record tasks, bidding support, and limited construction observation. The project assumes the two-way cycle track will not be elevated or use permanent concrete buffers, and involves no right-of-way acquisition or full corridor repaving.
Consultants must be registered in Washington State with a minimum of five years' experience providing professional engineering services for public agencies on pedestrian and bicycle projects in downtown areas. SOQs must include project references, a project history matrix demonstrating team involvement on at least five relevant projects completed within the past five years, and one-page resumes for key personnel and backup staff.
Compensation is negotiated hourly rates under the WSDOT Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement, with rates comprising direct labor, indirect costs, and fee components subject to annual renegotiation. A voluntary Small Business Enterprise participation goal of 10 percent applies. The City reserves the right to interview shortlisted consultants or make award decisions based on written submittals alone. Evaluation weights proposed staff qualifications and experience (25 points), project history and similar experience (20 points), project understanding (25 points), approach and methodology (20 points), references (5 points), and submittal formatting and clarity (5 points). Technical questions are due at least three working days before the deadline. SOQs are submitted electronically to Brooklynn Jefferson at jeffersonb@pasco-wa.gov with a 20 MB file size limit.
