About this opportunity

The County of San Diego Department of Public Works is requesting statements of qualifications for as-needed professional environmental services supporting Federal Highway Administration (FHWA) and HUD-funded projects, with statements due October 30, 2026 at 3:00 p.m. The County plans to award up to two contracts and will use a rotation procedure to issue task orders among selected contractors.

This is a qualifications-based selection; pricing is not evaluated during the ranking phase. Following firm ranking, the County will negotiate fees determined to be fair and reasonable, with unsuccessful negotiations triggering offers to the next-ranked firm. The initial contract term is one year with four one-year renewal options. Individual work is assigned through task orders negotiated on a project-by-project basis using agreed-upon hourly or billing rates.

The scope encompasses comprehensive environmental consulting services including CEQA and NEPA document preparation, technical studies (air quality, biological resources, cultural resources, hazardous materials, noise, traffic, visual resources), environmental permitting support, landscape architectural services, mitigation monitoring, and community engagement activities. Work must comply with the Clean Water Act, Endangered Species Act, National Historic Preservation Act, California Environmental Quality Act, and federal and state agency requirements. Contractors must be registered on the County's approved CEQA preparers list and possess appropriate professional licenses and certifications. Demonstrated experience with FHWA and HUD-funded projects, compliance with federal and state environmental regulations, and qualifications across environmental analysis, engineering design, and project management are required.

Prevailing wage requirements apply to public works projects subject to California Department of Industrial Relations compliance monitoring. All proposed A&E contracts exceeding $150,000 are subject to financial review by Caltrans' Independent Office of Audits and Investigations. Questions are due October 6, 2026 at 5:00 p.m.
