About this opportunity

Harris County Office of the County Engineer is soliciting Statements of Qualification from geotechnical engineering firms for supplemental professional services on various county projects, with submissions due October 5, 2026 and a pre-submittal conference scheduled for September 15, 2026 at 2:00 p.m. CST via Microsoft Teams.

The scope encompasses site investigations with soil sampling and laboratory testing, foundation analysis and recommendations, slope stability analysis, groundwater assessment, pavement evaluation, and construction-phase services for roads, bridges, sidewalks, mobility facilities, parks, drainage infrastructure, and civil site design throughout Harris County. Responding firms must be registered with the State of Texas, employ fully licensed personnel capable of sealing reports, and maintain established staff or teams capable of delivering the specified services.

Harris County intends to award contracts when projects are initiated following successful negotiation with selected firms. The contract structure includes an initial term plus four one-year renewal options, each renewable one year at a time, subject to Commissioners Court approval and the County's right to rebid at any time. Evaluation will be based on demonstrated competence, qualifications to perform the services, and fair and reasonable pricing in accordance with Texas Government Code Section 2254.003.

Harris County is committed to fostering engagement with Minority- and Women-Owned Business Enterprises and will review M/WBE participation goals upon project scope development. All responding firms must complete the Certificate of Interested Parties (Form 1295) prior to submission. Questions must be submitted in writing through the Bonfire platform by the deadline listed in the events schedule, and all questions and answers will be released as public notices to all firms. Attendance at the pre-submittal conference is encouraged but not mandatory.
