About this opportunity
The Town of Gilbert, Arizona is soliciting statements of qualifications from architect/engineering firms for design services on a Construction Manager at Risk delivery for Pecos Road pavement reconstruction and a minor arterial traffic signal installation, with SOQs due October 6, 2026 at 12:00 p.m. Arizona Local Time. A critical eligibility requirement mandates that design services and construction/project management services be performed by different firms; firms with common ownership are not acceptable.
The Pecos Road project (ST2127) encompasses pavement reconstruction from Val Vista Drive to Lindsay Road with ADA improvements at all intersections, crosswalk paver replacement, ramp and driveway upgrades, new streetlights, sewer and waterline stub-outs, and geotechnical subgrade investigations. The signal project (TS1981) includes design and installation of a minor arterial signal at Pecos Road and Auto Way/Sailors Way with evaluation of dual egress lanes on the southbound approach, alignment review on northbound and southbound approaches, and right-turn lane evaluation in both directions.
The total program budget is approximately $18.396 million. A single contract may be awarded for both projects. Evaluation is weighted: project understanding and management approach (25 points), proposed project manager (25 points), A/E firm experience and capability (10 points), proposed project staff (10 points), references and past performance (15 points), schedule and cost control ability (10 points), and quality control ability (5 points). The Selection Committee will narrow responses to three to five firms for interviews; final selection is based on interview scores alone.
Key personnel identified in the SOQ must remain assigned throughout the project and cannot be replaced without prior written Town approval. Past Performance Verification Forms from three similar projects must be submitted by references and received by the SOQ deadline; zero points are awarded if forms are missing, late, or projects are not substantially complete in design phase. A pre-submittal conference is scheduled September 15, 2026 at 9:30 a.m. via Microsoft Teams (recommended but not mandatory). Questions are due September 22, 2026 at 5:00 p.m. Arizona Local Time.
