About this opportunity

The Port of Tacoma is requesting qualifications for architectural and structural design services for roof replacement and drainage system redesign at 3319 Lincoln Ave., with Statements of Qualifications due August 5, 2026 at 2:00 PM and written questions due July 29, 2026 at 2:00 PM.

Qualified firms must be licensed in Washington State with a minimum of five years of experience in similar roof and drainage redesign work. The project addresses a complex of attached structures with pitched and flat roof assemblies where internal gutters and drains routinely block, causing interior flooding and damage. The scope includes an existing conditions survey with upgrade options; design packages at 30%, 60%, 90%, 95%, and 100% completion levels with drawings, specifications, cost estimates, and project schedules; permitting assistance including coordination with the City of Tacoma and SEPA compliance; bidding support with response to bidder questions, pre-bid walk-throughs, and addendum preparation; and construction support including submittal reviews, RFI responses, change order evaluations, and record drawing preparation.

The anticipated contract term is three years from execution. Compensation is negotiated on a time-and-materials basis with fully burdened hourly rates; subconsultants are reimbursed at cost plus negotiated markup; reimbursable expenses are at actual cost. Annual rate adjustments are tied to the Consumer Price Index for the Seattle-Tacoma-Bremerton area. The Port will not pay for SOQ preparation costs.

Firms must maintain commercial general liability and professional liability insurance of $2 million each, plus statutory workers compensation coverage. The Port retains ownership of all intellectual property. The evaluation team will shortlist candidates by August 14, 2026, conduct oral presentations August 17–21 if required, and announce final selection by August 24, 2026, with contract execution anticipated by August 31, 2026.
