About this opportunity
The Massachusetts Board of Library Commissioners is requesting proposals for statewide licensed access to electronic encyclopedias, early learning content, and educational resources under RFR 27-106, with proposals due December 18, 2026 and a contract term beginning July 1, 2027.
The scope encompasses electronic encyclopedias, early learning materials, and educational databases with remote access capabilities for libraries and library patrons throughout Massachusetts. Eligible vendors include publishers of online content, value-added resellers, and third-party vendors. Selected products will become part of the core statewide electronic resources available to Massachusetts public libraries.
The contract term is three years. Submissions are required through the COMMBUYS online platform. Bidders must monitor COMMBUYS and the procurement website for amendments and the complete RFR 27-106 document and associated attachments; the Intent to Post announcement does not constitute the full solicitation. Prospective bidders may register on COMMBUYS immediately or defer registration until reviewing complete bid documents.
Bidders must not contact the Massachusetts Board of Library Commissioners with preliminary questions and should maintain awareness of all commodity codes associated with the record through COMMBUYS email notification tools to track updates. The Board's offices are located at 90 Canal Street, Suite 500, Boston, Massachusetts 02114; contact information is available at 617-725-1860, 1-800-952-7403, or fax 617-725-0140 for general inquiries only.
