About this opportunity

The Massachusetts Department of Early Education and Care (EEC) has issued a Request for Response (RFR) for 2023 EEC Training and Trainer Consulting Services 004. EEC is seeking to establish a list of qualified trainers and training content developers from which it will draw on an "as needed" basis to design and/or provide trainings, presentations, and facilitations to increase the skills, knowledge, and competencies of the early education and care and afterschool and out-of-school time (ASOST) field. The RFR is open for a rolling enrollment, with responses accepted until March 15, 2033. EEC may contract with multiple contractors from the list for an initial term of four years, with two optional three-year renewal periods, for a total potential contract duration of ten years. Compensation for trainers and content developers will be based on either an hourly rate or a project basis, depending on the nature of the work.

The RFR requires a significant financial commitment from bidders to partner with diverse businesses and non-profit organizations certified by the Supplier Diversity Office. EEC makes no guarantee of services to be purchased under the RFR, and a new RFR will be posted prior to the end of the contract term on June 30, 2033. The RFR does not provide detailed information about the project overviews, item quantities, award dates, or funding sources. Additionally, there is no mention of any set-asides, incumbents, or integration requirements.
