About this opportunity
The City of Santa Cruz Public Works Department is issuing a Request for Qualifications (RFQu) for topographic survey work supporting two infrastructure projects: the Swanton and Delaware Multi-Use Pathway and the Laurel Street Sidewalk Infill project. Qualified surveying firms must possess expertise in topographic surveys, utility and object location identification, AutoCAD design file development, and construction plan and specification preparation. Deliverables include detailed topographic surveys capturing features such as curbs, gutters, utility boxes, hydrants, catch basins, poles, trees, retaining walls, sidewalks, and driveways within defined project areas, with survey data incorporated into AutoCAD design files. Proposals must be submitted through the OpenGov Procurement website by 2:00 p.m. on May 28, 2026, with the evaluation committee ranking the top three responsive vendors by June 12, 2026, and issuing a notice of intent to award by June 19, 2026. Evaluation will be conducted on a 100-point scale based on vendor qualifications and experience (50 points), project team composition and credentials (40 points), and overall proposal quality (10 points). The contract is tentatively scheduled to begin in July 2026, with issuance in August 2026, and carries a one-year term with potential renewals at the City's option under the same terms and conditions.
The solicitation does not specify set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the available documentation. Pricing for the contract will be determined through negotiation with the highest-ranked proposer following technical evaluation, with separate cost proposals required for each of the two projects; the City will request the fee schedule only from the top-ranked vendor after technical evaluation is complete. Contracts are subject to prevailing wage requirements and living wage ordinance compliance. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence and Professional Liability coverage of $2,000,000 per occurrence. The two projects are funded through distinct grant sources: the Swanton and Delaware Multi-Use Pathway is supported by a $2,968,000 State grant through the Active Transportation Program Cycle 6, while the Laurel Street Sidewalk Infill project is supported by $11,002,820 in funding from the Affordable Housing and Sustainable Communities program.
