About this opportunity
The City of Santa Cruz Public Works Department is requesting qualifications for electrical design services for the Riverwalk Rehab Bike/Ped Scale Lighting Project (c402509), with proposals due July 30, 2026 at 2:00 p.m.
The scope covers electrical design, construction plans, specifications, and cost estimates for approximately 21 decorative pole-mounted LED streetlights along the San Lorenzo Riverwalk between Riverside Avenue and the San Lorenzo River Trestle Bridge (approximately 1,860 linear feet). Fixtures will be mounted at approximately 16-foot height and powered from the City's existing electrical services. Design must comply with IES lighting levels and California Title 24 requirements. The awardee must be a licensed California electrical engineer.
The contract term is three months plus any renewals agreed upon by both parties, with commencement tentatively scheduled for September 2026. The City intends to award in August 2026, with construction anticipated to begin in spring 2027. The City will not reimburse travel, meal, or lodging expenses.
Evaluation criteria carry the following weightings: vendor qualifications (50 points), project team composition and experience (40 points), and overall proposal quality (10 points). The City will identify the top three ranked vendors and request a detailed fee schedule from the highest-ranked proposer before contract negotiations begin. The fee schedule must itemize all costs by task with hourly rates and anticipated hours, plus direct costs and assumptions.
The contract is subject to prevailing wage requirements and the City's Living Wage Ordinance (for contracts exceeding $10,000). The consultant must maintain professional liability insurance of $2,000,000 per occurrence and aggregate, commercial general liability of $1,000,000 per occurrence, and automobile liability of $1,000,000, with the City named as additional insured. A non-mandatory field visit is scheduled for June 30, 2026 at 9:00 a.m. Questions are due by July 21, 2026.
