About this opportunity

The City of Fort Worth is requesting quotations for a manhole inspection camera system for the Water Department on an "as needed" basis, with quotations due October 28, 2026. This solicitation is subject to the City's Small Business Program under Ordinance No. 27832-08-2025.

The scope requires a portable, non-entry inspection platform capable of acquiring high-resolution 360-degree imagery and video from underground infrastructure including manholes, lift stations, stormwater structures, sanitary sewer structures, utility vaults, catch basins, culverts, interceptors, and diversion structures. Equipment must include a 360-degree camera system (Ricoh Theta Z1 or GoPro Max specified for water applications), dual-sided LED lighting with a minimum output of 1500 lumens per light, a battery-powered motorized lowering system with variable speed and reversible direction, a carbon fiber modular inspection pole with approximately 10 feet maximum working reach, a complete tripod deployment kit with rolling hard case, battery charger, project board, and camera cradle. Operation must comply with OSHA regulations for confined spaces and fall protection.

Pricing is firm and fixed for the agreement duration with no price increases permitted after contract execution unless the City initiates and approves a material scope change in writing. Payment terms are Net 30 Days unless otherwise specified. The City reserves the right to make multiple awards to ensure adequate coverage and to accept or reject bids in whole or in part based on lowest responsive and responsible bidder pricing.

Respondents must submit completed RFQt-01 Forms, a completed Bid Table, and a Small Business Enterprise Certificate if applicable. Successful bidders must register for direct deposit payments prior to providing goods or services. Standard City purchasing terms apply, including F.O.B. Destination Freight Prepaid, minimum 90-day product warranties with seller-funded repairs within 24 hours, and required insurance coverage (workers' compensation at statutory limits, commercial general liability $1 million each occurrence / $2 million aggregate, auto liability $1 million combined single limit, with the City named as additional insured).
