About this opportunity
The City of Fort Worth is seeking qualified vendors to provide helicopter parts for the Police Department on an as-needed basis through a Request for Quote (RFQt 26-0193). The procurement covers Original Equipment Manufacturer (OEM) and Aftermarket Equipment Manufacturer (AEM) parts for two Bell Helicopter aircraft: a 2020 B505 65330 and a 2024 B505 65491. Vendors must be authorized Bell Helicopter parts suppliers, certified or approved distributors, and maintain FAA approval for all supplied parts. Required qualifications include a minimum of five years of marketplace experience, current manufacturer's parts and price lists, documentation of OEM/distributor authorization, and proof of five years' operational experience. Evaluation criteria include unit price, total quote price, terms and discounts, delivery date, past vendor performance, vendor responsibility assessment, freight costs, and estimated maintenance costs. Quotes must be submitted electronically through the Euna Portal by May 1, 2026, with the proposal acceptance period extending 90 calendar days after opening. Vendors must respond to non-emergency parts requests within 8-24 hours during regular business hours (8:00 AM to 4:00 PM, Monday through Friday) and to emergency requests within 24 hours during holidays and after-hours, with deliveries preferred within 30 days of order receipt or by September 30 of the order year to 310 Gulfstream Road, Fort Worth, Texas 76106.
The solicitation is subject to the City of Fort Worth's Small Business Program under Ordinance No. 27832-08-2025, indicating potential set-aside considerations for small business enterprises. The contract has an initial one-year term with four optional one-year renewal periods, contingent upon neither party submitting a non-renewal notice at least 90 days prior to expiration. Pricing must remain firm for the contract term and include all freight and delivery costs, with price adjustments permitted only on an annual basis upon 90 days' written notice and documented proof of cost increases. All parts must include a minimum one-year manufacturer's warranty covering defects in materials and workmanship, and vendors are responsible for managing recalls and return shipping costs. Vendors must provide certificates of insurance documenting commercial general liability of $1,000,000 per occurrence with $2,000,000 annual aggregate and auto liability coverage of $1,000,000 combined single limit. The City reserves the right to make multiple awards and evaluate bids based on the lowest responsive and responsible bidder. No specific budget range or award value is disclosed in the solicitation documents.
