About this opportunity

The City of Fort Worth Purchasing Division is issuing a Request for Quote (RFQt) for Flight Suits & Accessories to support the Police Department's aviation operations on an as-needed basis. The procurement encompasses helicopter helmets (Gentex SHP-5 Dual Visor or approved equivalents), flight suits, jackets, gloves, and related accessories designed for pilot and flight crew safety. Helmets must meet U.S. Department of the Interior and United States Forest Service Aviation Helmet Standard Version 4.3 with composite shell construction rated for 300-400 Gs impact resistance and visors complying with MIL-V-43511 performance standards; helmets are available in flat grey or black with optional dazzle laser defense lenses. Flight apparel specifications include DuPont Nomex aramid fabric shirts and pants in sage green, jackets in intermediate-weight satin sage green or F-82 style goatskin leather in dark brown, and optional accessories such as ANR communication systems and NVG battery pack mounts. Delivery is required within 30 days of purchase order receipt to 310 Gulfstream Road, Fort Worth, Texas, during normal business hours (Monday-Friday, 8:00 AM-4:00 PM). Evaluation criteria include unit price, total quote price, terms and discounts, delivery date, testing sample results, vendor past performance, demurrage and freight costs, and estimated storage and maintenance costs. The RFQt was posted on February 16, 2026, with a response deadline of February 21, 2026, and the City reserves a 90-calendar-day period for acceptance of proposals after the opening date.

The City of Fort Worth has implemented its Small Business Program under Ordinance No. 27832-08-2025, which applies to this solicitation; vendors may qualify for set-aside consideration if holding Small Business Enterprise certification. No incumbent contractors or existing vendors are identified in the procurement documents, and successful bidders must register for direct deposit payments prior to service delivery. All quotes must be submitted electronically through the Euna Portal and include a Form W-9 for taxpayer identification and a Conflict of Interest Questionnaire (Form CIQ) in accordance with Texas Local Government Code Chapter 176, with CIQ filing required no later than the 7th business day after the vendor becomes aware of facts requiring disclosure. The City is exempt from Federal Excise and State Sales Tax, so no taxes should be included in quoted prices, and all freight and delivery charges must be included in unit pricing. Minimum warranty requirements are one year covering parts, labor, and defects in materials and workmanship, with payment terms set at Net 30 Days. No specific budget or award value range is disclosed in the RFQt documents; pricing will be evaluated on a competitive basis among responsive and responsible bidders.
