About this opportunity

The City of Fort Worth is requesting quotes for cylinder testing, requalification, and mobile testing services for the Fire Department on an as-needed basis under RFQt 26-0309, with quotes due September 14, 2026. Addendum No. 1, issued September 10, requires bidders to acknowledge and sign the City's Draft Vendor Services Agreement as part of submission; failure to return the signed addendum with the sealed bid may result in rejection.

Vendors must be DOT-certified cylinder requalification facilities holding a valid Pipeline and Hazardous Materials Safety Administration Requalifier Identification Number. Services include hydrostatic testing of SCBA breathing air cylinders, SCUBA cylinders, medical oxygen cylinders, and large DOT cylinders in compliance with 49 CFR 180 subpart C and all applicable federal, state, and local regulations. The mobile testing lab must be capable of testing up to 150 cylinders per day and accommodate cylinder sizes ranging from approximately 3 inches by 12 inches to 10 inches by 66 inches. Testing results must be provided electronically within five business days, including cylinder identification, serial numbers, test pressures, pass/fail status, and technician identification.

Performance occurs at four designated Fire Department locations (Air Shop, Bob Bolen Public Safety Fire Training facility, Equipment Services Shop, and Station 32) during Monday–Friday standard business hours, 8:00 a.m. to 5:00 p.m., excluding City-observed holidays. The initial contract term is one year with up to four optional one-year renewal periods, contingent on 90 days' notice of non-renewal. Unit prices must remain firm throughout the contract term and include all freight and delivery costs, with adjustments permitted annually on 90 days' written notice and substantiation of cost increases.

Evaluation criteria include unit price, total quote price, terms and discounts, delivery date, testing sample results, past experience and performance, vendor responsibility, demurrage and freight costs, and estimated supply and maintenance costs. The City reserves the right to make multiple awards and accept or reject bids in whole or in part. Vendors must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation at statutory limits, and Professional Liability/Errors & Omissions ($1 million per claim / $1 million aggregate) insurance. The acceptance period for proposals is 90 calendar days after opening.
