About this opportunity
The Town of Manchester, Connecticut is seeking qualified Mechanical, Electrical, Plumbing, and Fire Protection (MEP/FP) consultants through this Request for Qualifications to establish a pre-qualified pool of on-call service providers. The procurement encompasses a comprehensive range of consulting services including building inspections, code compliance reviews, design services, feasibility studies, building system evaluations, commissioning and testing, DDC controls services, energy efficiency studies, and cost estimating. Qualified respondents must demonstrate professional expertise and experience with MEP/FP systems, carry professional liability insurance of not less than $1,000,000 per claim and aggregate, and provide hourly fee proposals inclusive of all overhead, profit, and incidentals with a consultant markup on sub-consultant work limited to 10 percent. The evaluation criteria will weigh minimum requirements at 40 percent, staff experience at 20 percent, hourly fee proposals at 20 percent, and additional considerations such as qualifications and experience with similar public sector work at 20 percent. Key deadlines include April 27, 2026 at 4:00 p.m. for submission of questions and May 5, 2026 at 11:00 a.m. for proposal submissions through the Town's OpenGov procurement portal. The contract term will run from the date of award through August 31, 2029, with options to extend for three additional one-year periods based on satisfactory performance and mutual agreement, with pricing remaining firm during the original contract term.
The Town of Manchester is subject to its Living Wage Ordinance, which requires covered employers with 25 or more eligible employees to pay a living wage currently calculated at $17.78 per hour for employees with comprehensive health benefits or $26.07 per hour without such benefits, adjusted annually; however, exemptions are available for firms employing fewer than 25 eligible employees, maintaining annual contract values below $25,000, or operating as 501(c)(3) nonprofit organizations or charitable entities. All respondents must complete and submit the Living Wage Certification Form with their proposals, with failure to do so potentially resulting in bid rejection. Additionally, respondents must carry commercial general liability, automobile liability, workers' compensation, and umbrella/excess coverage, with the Town named as an additional insured on all policies. The maximum value of any individual assignment will not exceed $50,000 per discrete project, with the Town making no guarantee of assignment volume or frequency. No incumbent vendors or current contractors are listed in the procurement documents, indicating this represents a new pool selection process. Submissions must be made electronically through the designated procurement portal, and the Town reserves the right to select consultants based on qualifications and fit for specific projects rather than price alone.
