About this opportunity

The Washington State Department of Health Office of Drinking Water is requesting qualifications and quotations to transition from its legacy Sentry data platform to the EPA Safe Drinking Water Information System (SDWIS) State application suite, with proposals due July 23, 2026 and a virtual pre-bid conference on June 18. Written questions close June 29. The budgeted funding ceiling is $2,298,707 ($857,277 for initial transition; $1,441,430 for five years of hosting, support, and licenses), and all bids exceeding this amount will be rejected.

The scope encompasses system analysis, SDWIS State Suite implementation across seven applications (SDWIS State, Bridge, FedRep, XMLSampling, Migrate to State, DataBridge, Lab to State), cloud infrastructure setup in Microsoft Azure Government, Microsoft Entra ID Single Sign-On integration, data migration from Sentry with mapping of 1,162 documented database fields, user acceptance testing, training delivery, security reviews, and ongoing support. The contractor must configure comprehensive functional requirements across 41 domains including water system inventory, sampling and monitoring, laboratories, enforcement, operator certification, public portals, and specialized programs (Ground Water Under Influence, Surface Water Treatment Rule, Disinfection Treatment Rule, Consumer Confidence Reporting). Non-functional requirements mandate FedRAMP or FISMA Moderate/High compliance, SOC 2 Type 2 audits, 99.9% system availability, NIST-aligned security controls, WCAG 2.1 Level AA accessibility, RESTful and SOAP API support, and 24/7 help desk support. The contractor must demonstrate SDWIS State expertise, 40 CFR 141–143 compliance, complex data migration experience, and agile-hybrid project methodology. An initial 30-day stabilization period and 60-day warranty follow go-live, with 720 support hours in year one and 360 hours annually thereafter.

The initial contract period runs through June 30, 2032 (approximately six years), with options to extend for up to five additional one-year periods not to exceed eleven years total. Washington Small Businesses, Certified Veteran-Owned Businesses, and firms without mandatory individual arbitration for employees each receive five percentage points added to their scoring. The Apparent Successful Bidder will be announced August 19, 2026, with projected contract start September 4, 2026. Mandatory Data Sharing Agreements and confidentiality agreements for all staff with data access are required. No changes to designated key personnel are permitted without DOH approval.
