RFQQ 26-004C Sentry to SDWIS Bid Response Summary

This is a bid response evaluation document for RFQQ 26-004C issued by the Washington State Department of Health (DOH) Office of Drinking Water (ODW). The contract requires a qualified contractor to transition ODW's data operations from the legacy Sentry platform to the U.S. Environmental Protection Agency (EPA) Safe Drinking Water Information System (SDWIS) state application suite. The RFQ includes comprehensive functional requirements across 41 functional requirement fields covering data mapping, systems administration, entities management, inventory tracking, site visits, sampling, monitoring, laboratories, enforcement, operating permits, operator certification, plan and project review, invoicing and payments, public access portals, water system mergers, complaints handling, and specialized programs including Ground Water Under Influence (GWI) tracking, Surface Water Treatment Rule (SWTR) compliance, Disinfection Treatment Rule (DTR) data management, Consumer Confidence Reporting (CCR), fluoride tracking, and integration with cross-connection control, water use efficiency, and source water protection systems. The initial contract period is expected to be approximately six years.

The evaluation framework establishes mandatory and desirable requirements across functional, non-functional, security, manageability, integration, data, availability, user experience, and training dimensions. Non-functional requirements mandate vendor-hosted infrastructure with FedRAMP or FISMA Moderate/High compliance, SOC 2 Type 2 audits, 99.9% availability for both public-facing and administrative components, comprehensive security controls aligned with NIST standards (encryption, identity and access management, incident response, disaster recovery), WCAG 2.1 Level AA accessibility compliance, RESTful and SOAP-based API support, real-time and batch integration capabilities, complete technical documentation, 24/7 help desk support, and formal training services for staff and end users. The bidder response document requires vendors to address each requirement with a "Yes" or "No" determination, applicable response codes (Core, Customization, or Third Party), written explanations of implementation approaches, and completion timelines for any customizations required.
