About this opportunity
The Newton County Water and Sewerage Authority (NCWSA) has issued a Request for Qualifications and Proposal (RFQ/P) for a Construction Manager at Risk (CMAR) project to expand its Administration Building. The procurement seeks a qualified contractor to design and construct an expansion that will improve accessibility, increase workspace, and provide additional meeting space to accommodate approximately 100 people for public and Board meetings. The project will be executed in multiple phases, with Phase I focusing on pre-construction services including design reviews, cost estimating, value engineering, project scheduling, and procurement strategy development. Phase II will encompass the actual construction phase, involving procurement, award, construction management, trade contract coordination, commissioning, start-up, operator training, performance testing, and warranty services. The solicitation requires comprehensive expertise in construction management, with a focus on delivering a fully functional and efficient administrative facility. The proposal is due on August 4, 2025, with the opportunity initially posted on June 20, 2025, providing potential respondents approximately six weeks to prepare and submit their qualifications and proposals.
While specific set-aside designations are not explicitly detailed in the provided documentation, the project is located in Newton County, Georgia, which may have local or state-level preferences for small, minority-owned, or local businesses. The comprehensive nature of the CMAR approach suggests that respondents will need substantial experience in complex governmental facility construction projects. The project does not indicate any incumbent vendors or existing technological infrastructure requirements beyond the current administrative building. Although a precise budget range is not specified, the complexity of a 100-person capacity administrative building expansion and the multi-phase CMAR delivery method suggests a significant capital investment. Potential respondents should be prepared to demonstrate extensive experience in governmental construction projects, strong financial stability, proven project management capabilities, and the technical expertise to manage a comprehensive facility expansion from design through construction and warranty periods.
