About this opportunity
SUNY Oswego is requesting qualifications for architectural, engineering, and environmental design services for the demolition of Romney Field House Annex under RFQ 100332, with submissions due March 3, 2026 at 4:00 p.m. SUNY has established MWBE participation goals of 15% for Minority-Owned Business Enterprises and 15% for Women-Owned Business Enterprises, plus a 6% Service-Disabled Veteran-Owned Business participation goal; no prior identical or substantially similar contracts have been awarded within the past five years.
The scope encompasses full demolition of a 4,300-square-foot single-story structure built in 1968, removal of underground utilities, and design of modifications to maintain campus connectivity during demolition. Design services include structural, civil, mechanical, plumbing, electrical, and hazardous materials assessment; development of a telecommunications and fire alarm continuity plan; relocation of OM4 fiber optic cable; design of a replacement main telecommunications room; site grading and restoration; and an ADA-compliant sidewalk connecting the West exit doors to adjacent parking. The consultant will also provide construction administration services including site visits, submittal processing, RFI responses, and project closeout documentation.
The estimated construction budget is $390,000; the basic design fee will be negotiated after consultant selection. The resulting agreement will be a lump sum contract governed by New York State law and based on SUNY Consultant Contract Form 7555-10 or 7555-10A, subject to approval by the State Comptroller and Attorney General if applicable. Prior to contract execution, the selected consultant must provide certificates of insurance with limits of at least $2,000,000 per claim and proof of workers' compensation and disability benefits coverage.
SUNY will rank submissions based on qualifications, experience with similar projects, approach and capability, schedule availability, MWBE participation, and references. Three paper copies and one electronic copy on flash drive are required. A facility tour and review of existing drawings may be arranged by contacting Richard Merritt at 315-312-2208.
