Phase I is Federal Aid Project No. HSIP-000S[750]; Phase II is HSIP-000[752]. A fieldwork schedule is due within one week of contract execution, and wetland delineation reports within six weeks. Consultants must demonstrate expertise and experience with WSDOT and FHWA standards.

The anticipated maximum combined contract value is $48,000 over approximately twelve months, with optional extension at Lewis County's discretion. The contract structure is a Local Agency A&E Professional Services Negotiated Hourly Rates agreement with separate scopes for each project site.

Evaluation criteria are staffing expertise (25%), project experience and familiarity with standards (25%), government agency performance evaluations (10%), demonstrated ability to meet schedules (10%), addressing the voluntary SBE goal (5%), and overall SOQ evaluation (25%). Submissions are limited to fifteen single-sided pages. Questions are due October 9, 2026 at 2:00 p.m., with responses due October 12 at 4:30 p.m. Short-listed consultants will be notified October 28, 2026, with interviews conducted via Zoom or Teams on November 10.
