About this opportunity
Lewis County Public Works – Roads Department is requesting qualifications from consulting firms for wetland and stream services supporting two federally funded projects under the 2025 County Safety Program, with proposals due October 14, 2026 at 2:00 p.m. A voluntary Small Business Enterprise (SBE) goal of ten percent applies to each consultant agreement; however, a 0% FSBE goal was determined for each project.
The scope encompasses wetland and other waters delineations for Phase I (installation and upgrades to guardrail and bridge rail) and Phase II (clear-zone safety improvements including slope flattening, barrier installation and upgrades, culvert end treatments, shoulder widening, fixed-object removal or modification, pavement edge drop-off reduction, ditch improvements, and signage upgrades). Services include existing-conditions reconnaissance, wetland and stream mitigation design, and bank-use plans, though these are noted as not anticipated to be needed. Firms must demonstrate expertise in wetland delineation methodology compliant with current Corps of Engineers standards, Washington State Wetland Rating System guidance, ordinary high water mark field delineation, and Lewis County Code Chapter 17.38. Proposals must document staffing expertise, experience with similar projects and WSDOT/FHWA standards, government-agency performance evaluations, ability to meet schedules, and approaches to meeting the voluntary SBE goal. Proposals are limited to fifteen single-sided pages.
The anticipated maximum combined contract value is $48,000 over approximately twelve months, with optional extension at Lewis County's discretion. The contract will be structured as separate Local Agency Architecture & Engineering Professional Services Negotiated Hourly Rates Consultant Agreements for each project. Questions are due October 9, 2026 at 2:00 p.m., with responses due October 12, 2026 by 4:30 p.m. Short-listed candidates will be notified October 28, 2026; interviews are scheduled November 10, 2026 via Zoom or Teams. A schedule of proposed fieldwork must be submitted within one week of contract execution, and delineation reports are due within six weeks of execution. Proposals must be submitted electronically through OpenGov Procurement.
