About this opportunity

The Cape Fear Public Utility Authority (CFPUA) is requesting statements of qualifications from engineering firms to provide water storage tank condition assessment services, with submissions due July 28, 2026. CFPUA operates seventeen water storage assets comprising twelve elevated tanks, two prestressed concrete clearwells, and three prestressed ground storage tanks.

The scope includes biennial Level 1 assessments (visual inspection of exterior and accessible interior surfaces with annual coating analysis) and Level 2 assessments (comprehensive internal inspections requiring tank drainage and cleaning, conducted every three years per American Water Works Association recommendations). The selected firm must also revise and update CFPUA's 2021 Elevated Tank Structural Analysis Guidance Letter to establish updated structural guidelines and fee schedules for telecommunications equipment modifications on water storage tanks. The anticipated contract period is twelve months with two optional twelve-month renewal periods, commencing immediately following notice-to-proceed.

Qualified firms must demonstrate experience with both ground and elevated water storage tank assessments, personnel certified by the National Association of Corrosion Engineers, and a proven record of completing projects on schedule and within budget. Insurance requirements include General Liability of $1 million per occurrence with $2 million aggregate, Professional Liability of not less than $2 million per loss, Workers Compensation of $500,000/$500,000/$500,000, and Auto Liability of $1 million combined single limits, with CFPUA named as additional insured.

Evaluation is qualifications-based using four criteria: project understanding and approach (20 points), relevant firm experience (35 points), overall staff experience (25 points), and record of success (20 points). Questions are due by 2:00 PM on July 16, 2026. A detailed scope of work and fee schedule will be negotiated with the selected firm; CFPUA reserves the right to terminate negotiations and proceed with the next-qualified firm if negotiations are unsuccessful.
