About this opportunity

The Department of Veterans Affairs Network Contracting Office 20 is soliciting offers for elevator certification and inspection services at the Walla Walla VA Medical Center under an SDVOSB set-aside, with proposals due May 19, 2026 at 10:00 a.m. EDT. This solicitation is entirely reserved for Service-Disabled Veteran-Owned Small Businesses certified and listed in the SBA certification database. If awarded a service contract, the contractor must not pay more than 50 percent of the Government payment amount to non-certified SDVOSB firms.

The scope covers full service maintenance, inspection, testing, and emergency services on 15 government-owned elevators at 77 Wainwright Drive, Walla Walla, Washington. Services include annual certification testing compliant with ASME 17.1, 17.2, and 17.3 standards performed by a QEI Certified Elevator Inspector, mandatory 5-year load bank testing, field testing notes at the end of each inspection day, and final reports delivered within 30 days of completion in electronic format. The contractor must issue one-year certificates to operate for passing elevators and issue temporary permits or shutdown recommendations as appropriate. All work must comply with Federal, State, and local laws, OSHA and EPA regulations, and Walla Walla VA safety and security requirements. The contractor must coordinate all certification and load testing trips 45 days prior to inspection and attend quarterly meetings.

The estimated contract value is $11.5 million on a firm-fixed-price basis. The contract includes a base term plus four option periods. Evaluation is price-only, with the Government combining base term price and all option periods for comparative analysis. Questions are due May 12, 2026 at 10:00 a.m. EST. Payment terms are Net 30 via electronic funds transfer with monthly invoice submission.
