The USDA Agricultural Research Service is requesting quotes on stucco repair and sealing work at the Western Regional Research Center in Albany, California under RFQ 1232SA26Q1009, with quotes due September 9, 2026 at 1:00 p.m. local time and a mandatory site visit on August 27, 2026 at 10:00 a.m. This solicitation is set aside for Total Small Business concerns under NAICS code 238140 (Masonry Contractors) with a small business size standard of $19 million — only qualifying small businesses may bid.

The scope covers repair and sealing of approximately 665 feet in length and 45 feet in height of exterior stucco on the southeast corner and south wall of the main building at 800 Buchanan Street. The southeast corner laboratories currently experience water intrusion during the rainy season due to failed stucco; the south wall has hairline cracks requiring repair. Windows cover approximately 20% of the area. The contractor must begin work within 10 calendar days of receiving notice to proceed and complete all work within 90 calendar days.

The anticipated project value is between $250,000 and $500,000 under firm-fixed-price contracting. Award will be made using the lowest price technically acceptable evaluation method, with only the lowest priced offer evaluated for technical acceptability unless it fails to receive an acceptable rating, after which subsequent lowest-priced offers will be evaluated in sequence. All offerors must be registered with the System for Award Management (SAM) with active registration at solicitation closing. Prospective offerors must provide detailed pricing showing cost components, demonstrate technical acceptability through explanation of their ability to perform required services with trade-specific and site-specific approach, provide evidence of attendance at the mandatory site showing, submit two recent and relevant projects with verifiable details, and undergo past performance evaluation as acceptable, neutral, or unacceptable. Performance and payment bonds are not required. Registration for the mandatory site visit is required the day prior.
