About this opportunity
The National Park Service is requesting quotations for installation of a 130 kW diesel emergency generator system at Waco Mammoth National Monument under RFQ 140P6026Q0052, with quotations due August 27, 2026 at 9:00 a.m. Central Daylight Time. This is a Total Small Business Set-Aside under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19 million.
The scope includes complete installation, labor, supervision, materials, equipment, tools, transportation, permits, testing, startup, and incidentals for a generator serving the Dig Shelter facility at 6220 Steinbeck Bend Road, Waco, Texas 76708. Period of performance runs September 15, 2026 through March 15, 2027, with work completion required within 180 days after notice to proceed. Construction wage rate requirements and prevailing wage determinations apply.
Award will be made on best value to the government based on comparative evaluation of price, technical capability, and prior experience. The contracting officer will conduct a price reasonableness determination comparing offers against an independent government estimate. Quotations will be evaluated in groups of three, starting with the lowest priced quotes and proceeding upward incrementally until an awardee is selected.
Quoters must be registered in SAM with active status at submission, award, and throughout contract performance, and must possess a Unique Entity Identifier. Quotes must be submitted via email in PDF format with pricing rounded to the nearest dollar; no alternate pricing or alternate quotes will be accepted. Payment bonds or irrevocable letters of credit equal to 100 percent of the contract value are required within 10 calendar days after award. Final payment requires receipt of all payrolls, subcontractor acknowledgments, project schedules, progress reports, material submittals, test reports, as-built drawings, warranty documentation, and a signed Release of Claims form.
An organized site visit is scheduled for August 10, 2026 at 10:00 a.m. Central Time at the monument location; attendance is highly encouraged but not mandatory.
