About this opportunity

The U.S. Coast Guard is requesting quotations for structural repair and electrical distribution upgrade services on a single power pole at the USCG ANT Coos Bay Unit/Housing facility in Charleston, Oregon (RFQ #70Z03326QSEAT0021), with quotations due September 2, 2026 under a Total Small Business Set-Aside.

The scope requires the contractor to provide all labor, materials, equipment, tools, supervision, and transportation to repair, straighten, and structurally stabilize one wood utility power pole; shorten and cap it; install a new pressure-treated service backboard; install a new 400-amp main safety disconnect switch in a NEMA 3R enclosure; route new weather-tight conduits; and install new CT cabinets and utility meters. All physical work and final electrical re-energization must be completed within a single continuous 48-hour operational window due to active power outage affecting the housing complex. The contractor must secure and pay for all required municipal, state, and utility permits, fees, and inspections and comply with the National Electrical Code (NEC), National Electrical Safety Code (NESC), and OSHA standards.

Place of performance is 63584 Boat Basin Drive, Charleston, Oregon 97420. The period of performance runs October 1, 2026, through January 27, 2027. The contractor must coordinate the exact 48-hour outage schedule with the Contracting Officer's Representative, Pacific Power, and the Contracting Officer at least 15 business days in advance. Work outside normal business hours (0800–1600 PST, Monday–Friday, excluding Federal holidays) is authorized to meet the critical deadline. The government will provide standard electrical power (120/240V) and potable water on-site; the contractor must provide and maintain portable sanitation facilities. A post-award conference via TEAMS teleconference is required no later than five business days after award.
