About this opportunity
The U.S. Department of Transportation's Maritime Administration is requesting quotations for trestle pier reconstruction at the James River Reserve Fleet at Fort Eustis, Virginia, under a total small-business set-aside, with quotes due August 24, 2026, at 2:00 p.m. EDT and a mandatory site visit on August 10, 2026, at 10:00 a.m. EDT.
This RFQ is 100 percent set aside for small businesses under NAICS 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. Work is located at 2612 Harrison Road, Fort Eustis, Virginia, within the Joint Base Langley Eustis (JBLE) compound.
The scope requires demolition and disposal of degraded decking and uneven walkway framing on the existing trestle pier while preserving existing structural pilings, followed by reconstruction using new framing and decking materials of similar size profile and integrated handrails on steps. Work must be initiated within 10 days of contract award and completed within 45 working days. Work hours are limited to 7:00 a.m. to 5:30 p.m., Monday through Thursday. The contractor must provide all labor, equipment, materials, and tools; maintain standard commercial warranty; and comply with Davis-Bacon Act minimum wage rates per General Decision Number VA20260201 (effective May 18, 2026), OSHA standards, Buy American construction-materials provisions, and FAR clauses and Transportation Acquisition Regulations.
Award will be made on a lowest price, technically acceptable basis without discussions unless the Contracting Officer determines discussions necessary. Quoters must submit itemized pricing on company estimate forms with fully burdened labor rates, a technical approach narrative (maximum 2 pages) demonstrating capability to complete all project phases and secure JBLE base access, and up to three past-performance references for similar marine or carpentry projects. All contractor personnel require vetting and approval by JBLE Security Forces; contractors must coordinate base access through the JRRF Fleet Superintendent at least two days prior to work commencement. Questions are due August 17, 2026, at 2:00 p.m. EDT.
