About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is requesting quotes for tree removal services at the Sterling Field Support Center in Sterling, Virginia under a Total Small Business Set-Aside, with quotes due July 20, 2026 at 5:00 p.m. local time. This is a small-business-only procurement; firms must be registered in the System for Award Management (SAM) at submission.
The scope requires all labor, materials, tools, and equipment to perform tree removal in accordance with the Statement of Work and applicable wage determination standards. A site visit is strongly encouraged; interested quoters should contact Jennifer Dover (Jennifer.dover@noaa.gov) or Dan Brewer (daniel.brewer@noaa.gov) to schedule inspection. Personnel qualifications are central: the awardee must verify REAL-ID or equivalent identification and provide proof that at least one International Society of Arboriculture (ISA) Certified Arborist is on the team.
The contract is structured as a firm fixed-price purchase order. The base line item is priced at $9.50 per unit with a total quantity of 100. An option to extend services for up to six months, exercisable at the Contracting Officer's discretion, is included. The applicable prevailing wage rate under the Service Contract Labor Standards is $19.16 per hour plus fringe benefits for grounds maintenance laborers.
Insurance requirements include workers' compensation with minimum employer's liability of $100,000, general liability of at least $500,000 per occurrence, and automobile liability of $200,000 per person and $500,000 per occurrence. All contractors must submit insurance certificates with their quote and complete mandatory sexual assault and sexual harassment prevention training within 30 days of award. Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
Evaluation criteria are personnel qualifications, technical approach and past performance (minimum two to three reference contacts demonstrating similar services), and price. Questions are due within five days of issuance (by July 17, 2026). Award will be made to the responsive, responsible quoter offering best value.
