About this opportunity
The City of Port Arthur, Texas is requesting qualifications from firms to develop and implement a citywide traffic signal optimization program encompassing 63 signalized intersections, with proposals due October 7, 2026 at 3:00 p.m. Central Standard Time. This procurement is conducted under the Texas Professional Services Procurement Act and Brooks Act, using qualifications-based selection with subsequent price negotiation; no pricing information is specified in the RFQ.
Respondents must demonstrate at least five years of experience in ITS/SCADA traffic system design and integration, working knowledge of NEMA, NTCIP, and TxDOT standards, and successful completion of at least three comparable municipal or DOT traffic SCADA/ITS projects. The scope encompasses data collection and analysis of traffic volumes and travel times, field observations, development of optimized signal timing plans with time-space diagrams and offset/split parameters, procurement and installation of SCADA/ITS software compatible with traffic management systems, system integration and testing, staff training, and post-implementation performance evaluation. The program will cover City-maintained signalized intersections, including shared signals with TxDOT.
Evaluation occurs in two stages: qualifications compliance (pass/fail), then scoring of qualified proposals on experience and ability to perform (35%), firm resources and staff qualifications (35%), approach and methodology (20%), and references (10%). Required submittals include a non-collusion affidavit, conflict of interest questionnaire, House Bill 89 verification, and SB 252 Chapter 2252 certification, all notarized where required. Responses must include one original and three duplicate copies plus a USB drive, formatted as a one-page title sheet and maximum 10-page response in 11-point minimum font. Questions must be submitted in writing to Clifton Williams, Purchasing Manager, with responses distributed within five business days. The project is expected to begin in September 2026.
Opportunity text
The City seeks qualifications from firms experienced in traffic signal analysis and optimization and installation and programming of a traffic management intelligent transportation system (ITS) using a SCADA platform. This RFQ will result in one (1) contract with a firm or team to develop and implement a citywide traffic signal optimization program. Work includes collecting and analyzing traffic and travel time data, performing field observations, developing optimized signal timing plans (including time-space diagrams and offset/split tables), selecting and installing software compatible with traffic management intelligent transportation systems (SCADA), implementing and fine-tuning signal timing in the field, and evaluating results through technical and benefit analyses.
