About this opportunity

The United States Department of Agriculture Forest Service is requesting quotations for septic collection services at Tonto National Forest South Zone vault toilets, with quotations due June 22, 2026, under a total small business set-aside for NAICS 562991 (Septic Tank and Related Services).

The contractor will provide labor, equipment, supplies, services, permits, and licenses to collect, load, haul, and dispose of septic refuse from recreation sites throughout the South Zone on a flexible, as-needed basis Monday through Thursday. Services must include transport in leak-proof containers and disposal at approved sites outside Forest Service land. Contractors must submit per-1,000-gallon pricing rates for each district (Maricopa, Pinal, and Gila) for the base period and all option years.

The contract is structured as a single indefinite delivery–indefinite quantity with firm fixed-price items: a one-year base period from July 1, 2026 through June 30, 2027, with four optional one-year renewal periods extending through June 30, 2031. The contract ceiling is $450,000, with a guaranteed minimum of $500. The small business size standard for NAICS 562991 is $9.0 million in annual revenue.

Evaluation will be based on technical capability (equipment, capacity, waste disposal methods, and timely response ability), price, and past performance on same or similar work. The Government reserves the right to determine offers with significantly unbalanced option pricing as unacceptable and will evaluate by adding total option prices to base requirement prices. Questions are due five days before the solicitation closes (June 17, 2026) and should be directed to jessica.rasmussen@usda.gov. The contract incorporates FAR and AGAR clauses including anti-discrimination, diversity and equity, and service contract labor standards requirements, with funding from Forest Service operations.
