About this opportunity
The Washington Department of Veterans Affairs, through the Washington State Department of Enterprise Services, is requesting qualifications for an architectural and engineering team to design and administer construction of a replacement Spokane Veterans Home skilled nursing facility, with Statement of Qualifications due July 30, 2026 at 2:00 PM PT. The project carries aspirational diverse business inclusion goals of 10% Minority Owned Business, 6% Women Owned Business, 5% Veteran Owned Business, and 5% Washington Small Business participation, and the selected consultant must register with the DES Diversity Compliance program (B2Gnow) following selection.
The scope encompasses complete architectural, engineering, and professional services from project initiation through construction completion: programming validation, schematic design, design development, construction documents, permitting support, bidding support, construction administration, and project closeout. The new facility will be approximately 140,800 gross square feet, 120-bed skilled nursing campus designed to the Federal U.S. Department of Veterans Affairs Small House Model on a 23.7-acre parcel in northwest Spokane, featuring private resident rooms, dedicated memory care neighborhoods, resident dining areas, therapeutic spaces, and administrative offices. The selected firm must demonstrate understanding of 38 CFR Part 59 and the VA State Home Design Guide; achieve a minimum LEED Silver certification; conduct life-cycle cost analysis; provide sustainable design documentation; and participate in General Contractor/Construction Manager (GC/CM) project delivery coordination including collaborative design, constructability reviews, value analysis, and cost estimating.
The preliminary construction cost is approximately $150 million, with design funding appropriated under the 2026 Supplemental Capital Budget. The selected firm will negotiate level of effort and fees using OFM Guidelines for Determining Architect/Engineer Fees for Public Works Building Projects under DES' standard Engineering and Architectural Services Agreement. An informational meeting is scheduled July 22, 2026 at 10:00 AM PT via Microsoft Teams. Short-listed firms will be notified the week of August 3, interviews conducted the week of August 17, final selection anticipated the same week, and agreement execution in early September 2026.
Opportunity text
The Washington State Veterans Home (SVH) in Spokane was constructed in the 1970s and no longer meets modern standards for skilled nursing care. The existing facility consists primarily of double occupancy resident rooms, limited infection control capabilities, inadequate outdoor space, and no dedicated memory care unit. These deficiencies were highlighted during the COVID-19 pandemic and have prompted Washington Department of Veterans Affairs to replace the facility with a modern small house model skilled nursing campus. The selected consultant will provide complete architectural, engineering, and associated professional services from project initiation through completion of construction, including programming validation, schematic design, design development, construction documents, permitting support, bidding support as required, construction administration, and project closeout. Services shall also include coordination with the Owner, stakeholders, permitting agencies, and the separately procured General Contractor/Construction Manager (GC/CM) throughout the design and construction phases.
