About this opportunity
The U.S. Forest Service is requesting quotes for vault toilet pumping services at Smith River National Recreation Area in the Six Rivers National Forest, California, with offers due June 10, 2026 at 5:00 PM Pacific Daylight Time. This is a total small business set-aside under NAICS 562991 (Septic Tank and Related Services); only small-business concerns are eligible.
The scope covers as-needed and recurring pumping services for 37 pre-cast concrete vault toilets across two areas: Area 1 (23 vaults at 10 recreation sites, 1,000-gallon capacity each except one 1,200-gallon vault) and Area 2 (14 vaults at 10 recreation sites, 1,000-gallon capacity each). Services include pumping septic refuse, removing trash, debris, and hazardous materials, conducting visual inspections, and documenting vault condition. All waste disposal must occur outside Forest Service land in compliance with applicable law.
The contract period runs June 15, 2026 through December 31, 2026 (base) with four optional one-year renewal periods extending through December 31, 2030. Offerors must submit pricing for all line items including base and optional periods to be considered responsive.
Technical acceptability is assessed on equipment capability, capacity to service a minimum of 2,000 gallons of septic refuse at one time, certified ability to properly handle and dispose of waste materials at approved sites, and demonstrated ability to respond in a timely manner. Award will be made on lowest price technically acceptable criteria. Offerors must provide past performance documentation from five relevant contracts completed within the preceding five years and a Technical Approach document. Site inspection is encouraged. Questions are due June 4, 2026 at 12:00 PM Pacific Daylight Time.
