About this opportunity

The Board of Education of St. Mary's County Public Schools (SMCPS) is requesting quotes from qualified Maryland Accreditation/EXCELS consultants to provide support to SMCPS Prekindergarten programs, with quotes due September 1, 2026 at 1:00 p.m. and a contract term running September 8, 2026 through June 30, 2027. SMCPS anticipates awarding one contract but reserves the right to award in whole or in part or to make multiple awards; all contract awards are subject to availability of funding. Minority Business Enterprises are encouraged to submit proposals.

The consultant will support Prekindergarten teachers with enrollment, understanding, uploads, and compliance within the Maryland Accreditation and EXCELS system to reach and maintain Level 5 status by SY 2027–2030. Responsibilities include maintaining appropriate records, collaborating with Early Childhood Education staff on accreditation matters, planning with teachers to meet accreditation standards, attending workshops and training sessions, and supporting document uploads to the EXCELS system. Services will be provided at various SMCPS schools and offices or virtually as mutually agreed.

The anticipated budget is approximately $15,000. Contractors must submit a fully burdened daily rate encompassing all associated costs — meals, travel, and mileage — with no additional fees approved. The successful consultant must demonstrate prior successful experience with Maryland EXCELS and the accreditation process; possess a professional certificate in Early Childhood Education from the State of Maryland (preferred); and have excellent technology and problem-solving skills. All contractors must undergo background checks, fingerprinting, and safe school orientation with the Department of Safety and Security before badging authority. Insurance requirements include commercial general liability at minimum $1 million per occurrence, business auto liability at $1 million, workers' compensation, and umbrella excess liability at minimum $1 million. Contractors must comply with Maryland sex offender laws, child sexual abuse employment history review requirements, civil rights provisions, non-collusion, and anti-bribery certifications. Written questions are due August 24, 2026 at 1:00 p.m. Quotes must be submitted via email to pjmccall@smcps.org.
