About this opportunity

Prince William Water is soliciting qualification statements under RFQ SA 2706 to establish a prequalified vendor list for Applications Engineering Systems Supplier (AESS) services, with statements due December 3, 2026 at 10:00 a.m. EST. Prequalification does not guarantee work. It establishes eligibility for capital-project engagements, either as a direct contractor or as a subcontractor to a general contractor. The initial prequalification period runs two years from the award posting date, with RFQs issued approximately every two years thereafter.

The scope covers SCADA control system application programming, operator interface development, and SCADA configuration for municipal water distribution and wastewater collection facilities. Demonstrated proficiency with Schneider Electric platforms is a key requirement: Modicon M340, Harmony GTO and SCU series, and EcoStruxure Control Expert, Vijeo Designer, EcoStruxure Machine Expert, and EcoStruxure Geo SCADA Expert. Applicants also need DNP3 communications configuration experience. Qualification thresholds include at least five years of active SCADA and PLC design and programming experience in the municipal water and wastewater industry, three similar projects completed within the past five years, and a permanent service facility within 200 miles of Woodbridge, Virginia, staffed with full-time technical employees who can respond on site within twelve hours. The designated team must include a Lead Programmer with ten years of verifiable SCADA and PLC experience, a Project Manager, and a Lead Field Technician holding ISA Certified Control Systems Technician (CCST) Level I certification or ten years of control system startup experience. Applicants must also provide proof of bonding capacity, three professional references from projects completed within the past five years, and organizational charts and resumes for key personnel.

Prince William Water will evaluate qualifications on financial ability, judgment and litigation history, contract compliance, experience, and criminal conviction or debarment status. An optional prequalification conference is scheduled for November 2, 2026 at 10:00 a.m. EST via MS Teams. Written questions are due November 10, 2026 at noon EST. Submissions go to the Prince William Water Procurement Department in Woodbridge.
