About this opportunity
Radford University Facilities Planning and Construction is soliciting qualification statements from construction management at-risk (CMAR) firms for the Roanoke Academic Health Sciences Building, with statements due November 13, 2026 at 2:00 p.m. local time. Under Executive Order 35, the Commonwealth sets a target goal of exceeding 50 percent small business participation on capital outlay spending. RFQ-stage evaluation considers small business participation history on previous projects, and detailed small business participation plans are required at the RFP stage.
The project is a new, multi-story academic health sciences facility of approximately 300,000 gross square feet on a minimum of 2.3 acres in downtown Roanoke, Virginia. Program elements include high-technology instruction, wet and dry laboratories, simulation and anatomy labs, student collaboration areas, fitness facilities, meeting and conference space, food service, and maintenance facilities. Qualification requirements include bonding capacity equal to or greater than estimated construction costs from Treasury-listed sureties, and at least three similar projects within the last ten years, including large multi-story facilities on active campuses and health education facilities. The Project Manager and Superintendent must each have served on at least three comparable projects in the last ten years, with at least one within the past five. Grounds for disqualification include breach-of-contract judgments within ten years, OSHA or Virginia Department of Labor violations, liquidated or actual damages for missed completion dates on more than two projects in five years, and terminations for cause.
The October 30, 2026 addendum requires five hard copies of qualification statements (one marked original and four copies) and two electronic copies on flash drive, one original and one redacted, updating the ten-copy requirement in the original RFQ. Statements must use Crosswalk form DGS-30-172. The addendum also states a preference for a single Guaranteed Maximum Price structure rather than early release packages with interim GMPs.
Selected firms will move to the RFP stage as a short list of three to five. Interviews are scheduled for January 19–20, 2027. The GMP is anticipated for Summer 2028, with first occupancy in Spring 2030 and substantial completion targeted for Q1 2031. The Commonwealth will not reimburse response costs, and firm office visits may verify staffing, facilities, and qualification claims.
