About this opportunity

The United States Department of Agriculture Agricultural Research Service is requesting offers for the complete replacement of an irrigation system at the Central Crops Research Station in Clayton, North Carolina, under RFQ Sol_1232SA26Q0678, with proposals due July 1, 2026 at 10:00 a.m. local time. This procurement is set aside for Total Small Business concerns under NAICS 237110 (Water and Sewer Line and Related Structures Construction).

All work that may disrupt the existing irrigation system is restricted to September 1 through March 31 to protect the growing season. Prior to September 1, contractors may perform preparatory activities including site measurements, planning, and material procurement, but no construction, demolition, excavation, or activities that interfere with system operation may commence. The contractor must maintain the existing irrigation system in full operational status until the replacement system is completely installed, tested, and functioning as intended, with no removal or abandonment of the existing system permitted prior to successful activation of the new system.

The contract will be firm-fixed-price with a 270-calendar-day completion period after award. Offerors must hold prices firm until September 30, 2026. The Government will make award to the offeror representing best value based on technical acceptability and past performance evaluated on a pass/fail basis, with compliant quotes ranked from lowest to highest price. Technical evaluation proceeds on the lowest-priced quote first.

Offerors must be registered with SAM at solicitation closing. Proposals must include a completed SF 1442 offer page, a comprehensive technical approach describing task sequence and execution timeline while maintaining irrigation capability, corporate experience documentation with at least three similar projects completed within the past two years with detailed references, and a detailed price breakdown covering materials, labor, and equipment. The contractor must provide performance and payment bonds and comply with FAR, AGAR, construction wage rates, labor standards, and sustainability requirements. An organized site visit is scheduled for June 11, 2026 at 9:00 a.m. Eastern Time. Questions are due by June 15, 2026 at 10:00 a.m. Eastern Time.
