About this opportunity

The Department of Veterans Affairs' Rocky Mountain Regional VA Medical Center is soliciting quotes under RFQ 36C25927Q0048 for removal and replacement of failed hydronic radiant heating panels at its Aurora, Colorado facility, with quotes due November 20, 2026 at 2:00 PM ET and questions due November 13, 2026 at 4:00 PM ET. This is a 100 percent small business set-aside under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 million.

The work covers approximately 238 linear feet of corroded panels at the Colfax, South, and North entrances and the employee breezeway from the employee garage, which have created slip hazards and lost heating efficiency. The contractor must furnish all labor, materials, tools, equipment, and qualified personnel to remove the existing panels, prepare locations to prevent future failures, install new panels of the same length and pressure specifications, verify pressure, test for leaks, and confirm full operation. Replacement radiators must be rated for low, medium, and high pressure with a 74 PSIG working pressure, and include mounting brackets and standard female tapered NPT connections. The contractor must also maintain liability and property damage insurance as required by Federal law.

The award is firm-fixed price on an all-or-nothing basis, with payment in arrears after satisfactory completion and submission of properly prepared invoices. Work runs Monday through Friday, 7:30 AM to 4:00 PM, at the VA Medical Center at 1700 N. Wheeling Street, Aurora, Colorado 80045. Operations disruptions require scheduling two weeks in advance, and personnel must check in and out with the point of contact in Building L.

Evaluation considers technical capability, price, past performance, and completion of the VA Notice of Limitations on Subcontracting certificate. Offerors must submit up to three recent and relevant past performance references completed within five years of the RFQ release date and demonstrate qualifications in removal and installation of hydronic heating panels. Quotes must be emailed to Christopher.Hollingsworth2@va.gov with a 4 MB file size limit.
