About this opportunity
The Glascock County Board of Commissioners is seeking a qualified grant and program management firm through a Request for Qualifications and Rates (RFQ/R) to assist with managing and implementing federal and state grant funding programs and projects. The procurement specifically targets firms with extensive experience in grant administration, particularly in FEMA Public Assistance Programs and Hazard Mitigation Programs (404 and 406). Prospective vendors must demonstrate expertise in reimbursements, infrastructure damage considerations, floodplain specifications, and project management services. The solicitation requires submittals to include a cover letter, firm qualifications, experience pertaining to program and grant management services, and an itemized rate schedule, with responses limited to 25 pages. Evaluation criteria will use a 100-point scoring system, with points allocated across firm qualifications (30 points), key personnel experience (35 points), project understanding (10 points), firm size compatibility (10 points), office location (5 points), and rate schedule (10 points). The procurement requires firms to provide at least three references from work performed within the last five years in disaster recovery programs, with detailed information about each grant project. Submissions are due electronically to Rhonda Phillips, County Clerk, via email at glascockboc@glascockcountyga.com by January 6, 2025.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. There are no indications of incumbent vendors or existing contractual arrangements referenced in the documents. While a specific contract value is not disclosed, the procurement suggests a comprehensive scope of services across grant and program management. The evaluation methodology indicates a preference for firms located within a 100-mile radius of the project site, which may provide a competitive advantage to local or regional contractors. Hourly rates will be required for various labor classifications, including consulting services (such as Principal/Program Executive and Subject Matter Expert), technical services (Project Manager and Technical Specialists), and potential debris monitoring services. The Glascock County Board of Commissioners reserves the right to reject all submittals, indicating flexibility in the procurement process. Interested firms must demonstrate substantial experience with federal and state programs, particularly those related to disaster recovery and infrastructure management in Georgia.
