About this opportunity
The National Park Service Contracting Operations East is soliciting quotations for hazardous tree removal services at Fredericksburg and Spotsylvania National Military Park in Stafford County, Virginia, under a 100% small-business set-aside (NAICS 561730, Landscaping Services; small-business size standard $9.5 million) with quotations due September 7, 2026, and questions due September 2.
The scope includes removal of 155 trees across four battlefields (40 at Spotsylvania, 45 at Chancellorsville, 30 at Wilderness, and 20 at Fredericksburg), plus 20 additional trees measuring 24"–36" diameter at breast height and one tree of 40+" DBH parkwide. Two priced options provide removal of 40 additional trees (Option 1) and 30 additional trees (Option 2), both 12"–24" DBH. The contractor must furnish all labor, equipment, and tools for tree felling (where space permits), tree dismantling and rigging operations, debris staging and removal, roadside traffic control, and jobsite management including pedestrian safety protocols. Resource protection and site access protocols for sensitive areas are required.
Quoters must demonstrate technical acceptability through a realistic plan specifying labor, equipment, materials, crew composition, daily production rates, and sequencing, with an ISA Certified Arborist on staff (resume required). Past performance information must cover three similar-scope projects completed within three years preceding the closing date. The Government will award a single firm-fixed-price contract using best-value/lowest-priced technically acceptable (LPTA) procedures with price and combined technical/past-performance evaluation criteria weighted equally.
Contract performance runs September 28, 2026, through February 26, 2027, with a 90-day completion timeline. Davis Bacon prevailing wages for Spotsylvania County apply. Respondents must be registered in SAM.gov with current certifications under NAICS 561730. A certificate of insurance with minimum coverage of $50,000 per person, $100,000 per occurrence, and $100,000 per property is due within 10 calendar days of award. Electronic submission to edward_dingle@ios.doi.gov is the only accepted method.
