About this opportunity

The City of Springfield, Georgia has issued Request for Qualifications (RFQ No. 2025-04) for professional wastewater treatment facility operation and maintenance services for its 0.6 MGD extended aeration treatment facility. The procurement seeks a qualified firm to manage comprehensive facility operations, including laboratory testing, sampling, reporting, and regulatory compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements. Key deliverables include providing certified wastewater operators, maintaining all required licenses and certifications, and ensuring reliable facility performance while coordinating with city staff and consulting engineers during upcoming facility upgrades and expansion. Evaluation criteria will be qualifications-based, with weighted considerations including relevant experience (30%), key personnel qualifications (25%), technical approach (20%), references (15%), and local knowledge (10%). Critical dates include a submission deadline of November 14th, 2025 at 2 PM, with questions and clarification requests due by October 31st, 2025, and the city's responses to be posted by November 5th, 2025. Submissions must include one printed and one digital PDF copy delivered to the City Manager at 130 S. Laurel Street, Springfield, GA 31329.

The RFQ does not specify explicit set-aside designations or restrictions for disadvantaged business enterprises. While no incumbent vendor is mentioned, the contract is anticipated to start January 1st, 2026, with an expected duration aligned with facility operations and potential expansion projects. The solicitation requires respondents to demonstrate at least five years of experience operating municipal wastewater treatment facilities and provide comprehensive documentation including company profile, key personnel details, relevant experience, references, service approach, and proof of insurance. Although no specific budget range is provided, the scope suggests a significant municipal service contract involving ongoing facility management and potential coordination with expansion contractors. The City of Springfield reserves the right to reject any or all submissions and select the proposal deemed most advantageous to the city, with the expectation that the selected firm will comply with federal and state laws, including E-Verify and immigration compliance requirements.
