About this opportunity

The state of Virginia, specifically Virginia Beach City, is seeking engineering design services for the Princess Anne Road Water Main Project through a Request for Qualifications (RFQ) with Contract ID 67ec1b9360b458520f0ad502. The procurement focuses on comprehensive engineering services for a multi-phase water transmission main project involving a new 30a water line from Newton Road and Kempsville Road intersection to South Parliament Drive. Key deliverables include a Preliminary Engineering Report (PER) that will evaluate three potential pipeline corridors, recommend pipeline materials and construction methods, and prepare technical exhibits. The engineering team must conduct extensive preliminary investigations, including collecting existing data, performing field investigations, conducting intermittent surveys at up to eight intersections, and executing subsurface utility investigations at Level C for each potential corridor. Additional responsibilities include identifying easement and permit requirements, drafting the PER, coordinating Virginia Health Department (VDH) review, and developing an opinion of probable construction cost (OPCC). The contract opportunity was posted on April 1, 2025, with proposal submissions due by April 28, 2025.

While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be a standard municipal infrastructure engineering contract. The scope suggests that qualified engineering firms with demonstrated experience in municipal water infrastructure design, utility corridor assessment, and regulatory compliance will be most competitive. No incumbent vendors are mentioned, and no specific budget range is provided in the documentation. The project will require comprehensive technical expertise in water transmission main design, surveying, utility investigation, and municipal engineering permitting processes. Prospective respondents should have proven capabilities in municipal infrastructure planning, technical report preparation, and coordination with local health and utility departments. Firms will need to demonstrate strong technical qualifications, previous similar project experience, and the ability to conduct thorough engineering assessments across multiple potential pipeline corridors.
