About this opportunity

The Commonwealth of Massachusetts Executive Office of Housing and Livable Communities, Division of Housing Stabilization (DHS), is requesting quotes for document translation services under RFQ PRF88, with responses due September 3, 2026 at 5:00 p.m. EST. Eligible bidders must be registered vendors on Statewide Contract PRF 88, Category 3: Translation Service Vendors—a mandatory cooperative-purchasing vehicle. A Small Business Purchasing Program (SBPP) award preference applies if the eligible small business bidder meets EOHLC's best value criteria.

DHS seeks translation of written documents and recorded dictations in at least twelve languages: Spanish, Portuguese, Haitian Creole, Cape Verdean Creole, Portuguese Creole, Russian, Chinese, Mandarin, Vietnamese, Arabic, Turkish, Cambodian, and French, with the possibility of additional languages as needed. Services will support Emergency Assistance Family Shelter, Residential Assistance for Families in Transition/HomeBASE, and individual shelter programming. All translated documents must be provided in electronic machine-readable format capable of reproduction on laser printers. Services must comply with M.G.L. c. 66A, c. 93H, and Enterprise Information Security Standards and Policies.

Pricing shall be submitted as maximum rates per word for each language, inclusive of all labor, materials, copying, printing, communications, overhead, weekend and holiday charges, expedited turnaround fees, and ancillary costs. The contract term is estimated at approximately ten months with potential renewal or extension as permitted by Statewide Contract PRF 88, subject to satisfactory performance and funding availability. EOHLC seeks a single or multiple contractors and reserves the right to add additional contractors during the contract term.

Evaluation will be based on cost, bidder's history delivering similar services, and ability to translate frequently used languages. Bidder questions are due August 26, 2026. The notice of apparent successful bidder is estimated for September 9, 2026, with contract award anticipated September 11, 2026.
