About this opportunity
The California Department of Corrections and Rehabilitation (CDCR), Enterprise Information Services, is requesting quotes for document remediation services under RFQ No. C5613373, with proposals due June 15, 2026 at 2:00 PM. Only one contractor will be awarded.
The scope is remediation and accessibility compliance of PDF and Word documents to meet California Government Code Sections 7405, 11135, and 115465.7, plus Web Content Accessibility Guidelines (WCAG) 2.1 Level AA conformance or higher. Work is provided on an as-needed basis via written request from CDCR staff. The CDCR estimates most documents are standard text with less than 10–15 percent containing form fields; scanned documents are rare. Bidders must submit per-page pricing for regular turnaround (approximately 80 percent of documents with four business day completion) and expedited turnaround (20 percent of documents requiring faster completion), with optional bulk discount pricing.
The maximum contract value is $60,000 for the initial year, running July 1, 2026 through June 30, 2027 with one optional one-year extension. Amendment rates are based on hourly labor rates submitted on the Rate Sheet (Exhibit B-1). Work Authorizations for unanticipated tasks are limited to 10 percent of the original contract value.
Responding firms must be headquartered and doing business within the United States; foreign and international firms are not eligible. Subcontracting shall not exceed 40 percent without a letter of explanation and CDCR approval. Contractors must provide proof of liability insurance ($1,000,000 per occurrence, $2,000,000 aggregate), workers' compensation insurance, and professional liability coverage.
Evaluation uses a "Lowest Cost to the CDCR" method, with administrative requirements assessed on a pass/fail basis prior to cost evaluation. Questions are due June 5, 2026 at 2:00 PM. Evaluation occurs June 15–17, 2026, with a proposed agreement start date of July 1, 2026.
